The Electrical Safety Council recommends that all ceilings be fitted with fire-rated downlights. If they are semi-recessed or recessed, LED downlights must be fire rated. This would ensure that the ceiling's fire rating is maintained. They don't need to fire-rated if they are not on the ceiling and do not compromise the plasterboard.
